Uhmmm well this is solely dependent on the person. When I was in school, I knew alot of people who couldn't read a single thing in their houses but once they went to class or the library, they could sit down and read for hours.
It's all about finding what's comfortable for you as a person. I tried reading in libraries and class rooms when I was in school but it never worked for me, but once I was in the comfort of my own home studying was always a breeze.
Granted I had to resist the urge to jump on my bed whenever I got tired, but at the very least I understood everything I was reading and I wasn't distracted easily. Apparently I have a very low attention span and if something or someone does something around me when I'm reading I instantly get distracted.
Deciding which one is best for you requires you to strike a balance between comfort and discipline, people that study outside their houses probably don't mind being a little uncomfortable while they're studying and they don't have the luxury of hopping on their bed when they get tired, so they read for longer.
Home bugs like me can't read without the comfort of our home but we are constantly tempted to lie down on our beds or couches or sofas and take a nap so we have to discipline ourselves not to do so.
Experiment and try and figure out what works for you then stick to it.

I need to be comfortable but not too relaxed to study. If I get too comfortable I nod off. I have never enjoyed studying and see it as a chore that one has to do.
I am easily distracted and will find any excuse to do something else. I could never study anywhere but home as I would end up doing something else and not studying.
Discipline is key and if I had to study now I would. When I was younger I used to do the bare minimum and get through.
I think this will differ from person to person. I for one, study best at home. All I need are headphones and I can read as long as I want. Studying outside, for me, comes with too many distractions. But as I said, it differs from person to person.
I believe that studying at home should be the best but it depends on the kind of home the person is from,i personally come from a lousy home and reading at such environment will not be cool for me so i currently prefer going to public libaries to read...
