As what I know @dtube focuses more on authenticity (and quality next).
Whether you speak english or not in your videos, as long as you can prove to them that it is your video and not some rip-off stolen outside Steem, then I don't see any reason why they won't upvote you.
I however encourage everyone to add "subtitles" on their videos. While DTube focuses more on authenticity, quality is next. And how would the curators know if it is of-quality if they don't understand what they are watching.
It is worth to note though that DTube have a set of curators all over the world. I'm just not sure if there is a Filipino one. And that's why adding "subtitles" is a good idea. Good Luck! :)
I have seen foreign language Dtube videos upvoted. Language makes no difference but I don't have any idea how Dtube chooses which videos to upvote.
