If your boyfriend/girlfriend consistently texts one person of the opposite sex, is it okay?

I don't think this is okay.

Especially if it's someone of the opposite sex.

He may claim that there is nothing involved but don't be fooled.

How can you constantly text someone and not get emotionally attached eventually to the person?

When you guys have a fight, the friend is the first person that hears about it, and in a bid to console you, you might end up doing stuff you'll later regret.

They share every moment of their life with this person, if they're hurt, perhaps you hurt them, they're the first person they get to tell.

Fuck it! It's not healthy!!! If we are dating, then I'm your motherfucking best friend!! What are you consistently texting someone else for??.  It's not bad to have friends that you talk with or hang out with but when it is consistent with a particular person, it can cause a rift in your relationship.

when you consistently talk with someone, you'll develop emotional attachment to them, so it is not healthy at all..

Well...that depends on the intention I would say. First of all, a person can decide whom to text. It might be entirely innocent and he or she might text just a good friend or colleague or relative of the opposite sex. If a person is upset about it, why not ask friendly?
