Actually being filled with the holy ghost totally requires sanctification (living an extremely holy life, free from iniquity and sin) now I know you must be confused about what santification means but it actually means a total cleansing, a total deliverance and the complete brokenness of the flesh which actually kills the carnality and makes us conscious about spiritual things which will bring forth a new man who is washed in the blood of the lamb like it was stated in the book of Hebrews 9:12 He entered once for all into the holy places, not by means of the blood of goats and calves but by means of his own blood, thus securing an eternal redemption.
Being born again alone would not bring the presence of the holy ghost or being filled with the holy ghost it will require ardent fasting testing and craving and the face-to-face encounter with god the bible said that in the upper room while the disciples were praying the spirit of god came upon the disciples when Jesus actually left the world and there was a clove of fire on their head and they actually prophesied and dreamt dreams.
